Penny Cox is the Treasurer for the University of Kentucky, overseeing various financial and treasury functions including, debt and liquidity, banking, payroll, accounts payable, travel management, research accounting, cost accounting, property records, student accounts, and accounting and preparation of internal and external financial reports.

Penny joined the University of Kentucky in 1972 and has served in numerous leadership positions, including Associate Vice President for Administration at UK.   In her role, she reports to the Executive Vice President for Finance and Administration and Co-Executive Vice President for Health Affairs which has more than 38,000 students, more than 28,000 full and part-time employees, and a budget of $9.6 billion.

Her areas of interest include finance, auxiliary and business services at colleges and universities, academic medical centers, public-private university partnerships, data analytics, master planning, and student success strategies that support quality of life for student recruitment, retention and graduation.

A Kentucky native, she earned both her bachelor’s degree and M.B.A. from the University of Kentucky.

Sarah Simpson is the Associate Treasurer for Debt and Liquidity Management at the University of Kentucky, where she oversees the University’s debt management, liquidity, operating investment, capital markets, investor relations, and post-issuance compliance functions. She is responsible for debt portfolio strategy, financing analysis, rating agency coordination, continuing disclosure, and the management of the University’s operating investment portfolio.

Sarah joined the University of Kentucky in 2015 as an analyst within University Financial Services and has served in leadership roles within the organization since 2018. Prior to joining the University, she was a public finance analyst with Hilliard Lyons, where she supported higher education and municipal issuers, including the University of Kentucky. Her experience spans debt financing, liquidity management, credit analysis, capital planning, and investor relations.

A Kentucky native, Sarah holds a bachelor’s degree in mathematics from Centre College and an MBA from the University of Louisville.

Matt Massarone is the Debt and Liquidity Analyst Senior for the University of Kentucky and reports to the Associate Treasurer for Debt and Liquidity Management. He supports a wide range of treasury functions, including debt financing transactions, internal loan programs, forecasting, financial reporting; as well as coordinating the post-issuance compliance program.

Matt joined the University of Kentucky Debt and Liquidity Department within University Financial Services  in 2022 as an analyst and transitioned to his current position as Debt and Liquidity Analyst Senior in 2026.

A Kentucky native, he earned both his bachelor’s degree and M.S.F from the University of Kentucky.

Contact Xomie

Xomie Sukach is the Debt and Liquidity Analyst for the University of Kentucky and reports to the Associate Treasurer for Debt and Liquidity Management. She completes analysis and assists with the management of the University’s internal and external debt portfolios and the operating fund investment portfolio, as well as in the tracking of post-issuance compliance requirements.

Xomie joined the Debt and Liquidity office in 2026. Prior to joining the University, she was an investment banking analyst at Goldman Sachs, working in the structured product space with a focus on asset-backed security issuance.

Xomie holds a bachelor’s degree in finance from the University of Kentucky.
